Protection Cluster co-lead, UNHCR (Cotabato), with cluster members has been addressing prolonged and multiple displacement incidents in Mindanao since 2010. These displacement incidents which are mostly caused by armed conflict and clan feud involved internally displaced persons or IDPs who fled their homes many times and for longer durations. As of June 2015, Protection Cluster partners in Mindanao reported around 860,000 persons were displaced since January 2012. Of this figure, almost a quarter (21% or 187,000) remain displaced to date mostly in the Autonomous Region of Muslim Mindanao. These IDPs are among the poorest of the poor mostly belonging to minority groups who are often unrepresented and whose voices are left unheard. The plight of these IDPs is being exacerbated with their prolonged stay in either spontaneous camps, established evacuation centers or with host families. Their protection is at risk as they continue to struggle in a vulnerable environment where access to basic services is inadequate i.e. temporary shelters are in most cases in decrepit state, source of livelihood is absent, children’s education is interrupted, women’s privacy is lacking, and most of all safety and security is uncertain. Their desire to go home to end their displacement has always been highlighted and UNHCR in Mindanao together with cluster partners has been working to ensure that these IDPs either return the soonest to their habitual residences in a safe and dignified manner or if security does not permit that in the immediate future, they be reintegrated to local communities with adequate services made available.
